Durbin Statement On Senate Republicans Voting To Maintain Double Taxation Rule

WASHINGTON—U.S. Senate Democratic Whip Dick Durbin (D-IL) today released the following statement after Senate Republicans voted against a resolution to reverse recent Internal Revenue Service (IRS) rules that blocked critical state workarounds to harmful state and local tax (SALT) deduction caps.  By voting down this resolution, Senate Republicans blocked states’ ability to work around these caps, which would have allowed taxpayers to again fully retain their SALT deduction.

“The Trump-GOP tax scam created a massive tax giveaway to the largest multinational corporations, to the wealthiest corporate CEOs, and well-connected campaign donors while making a concerted effort to hurt taxpayers in Democratic states.  And this new tax rule is another blow to working families across the country.  While Senate Republicans and Leader McConnell continue their legislative graveyard, Senate Democrats remain focused on putting power back in the hands of working families.”

While the IRS blocked states' workarounds for families, the Treasury Department in September 2018 issued guidance that had allowed businesses to continue to benefit from these same workarounds.  Today’s failure to reverse the IRS’s harmful rule prevents states from preserving their own crucial charitable deductions that support child care, economic development, education, and environmental conservation.
